Alleanza Rail is positioning to become a designated Running Repair Agent — authorized to perform and bill AAR-compliant running repairs on interchange freight cars directly on behalf of handling railroads. Our mobile field capability, Southeast corridor presence, and technical depth put us on a direct path to full RRA standing.

A Running Repair Agent (RRA) is a running repair contractor that performs the work of running repairs on freight cars as a designated agent of a sponsoring railroad. The RRA must be a signatory to the AAR Interchange Rules and is listed in Appendix H of the AAR Office Manual / FindUs. Rail. Under AAR Rules 85, 112. G.5, and 112. H.3, the RRA acts as the repairing party — authorized to document, perform, and bill interchange running repairs on cars bad-ordered on the handling carrier's line.

When a freight car is bad-ordered on a railroad's line — at a yard, siding, or industrial facility — the handling railroad has two options: forward the car to a shop, or authorize a field repair by a qualified party. A Running Repair Agent is that qualified party.

As an RRA, Alleanza Rail would respond to bad-ordered cars at locations within our designated territory, assess the defect, perform the repair in accordance with AAR Interchange Rules, document the work, and bill the car owner or handling carrier through the Railinc Mechanical Reference Repository (MRR) system — exactly as a railroad mechanical department would.

This is not simply mobile repair work. RRA designation grants Alleanza Rail formal standing in the AAR interchange billing system — the ability to act as the repairing road for bad-ordered cars on behalf of our sponsoring Class I railroad, with repairs billable under AAR Rule 107.

Becoming an RRA requires signing the AAR Interchange Agreement, obtaining a Railinc-assigned RRA Mark, securing a sponsoring Class I railroad, and being published in Appendix H of the AAR Office Manual. Alleanza Rail is actively developing the Class I relationships necessary to pursue this designation.

AAR Interchange Rule References

RRA designation requires more than field repair capability — it requires formal standing in the AAR interchange system, a sponsoring Class I relationship, and a documented quality management infrastructure. Alleanza Rail is building each of these elements systematically.

"Running repair" has a specific definition under the AAR Field Manual — it encompasses repairs performable on a freight car without forwarding to a shop, within the limitations of AAR Field Manual Rules 1 and 108. The following reflects Alleanza Rail's current and intended scope.

  • Air brake inspection, testing, and component replacement
  • Single car air brake test (FRA 232.119)
  • Coupler and draft gear assembly repair and replacement
  • Coupler knuckle, lock, and pin replacement
  • Hand brake inspection, adjustment, and repair
  • Wheel, journal, and truck component inspection
  • Safety appliance inspection and replacement (FRA 231)
  • Grab irons, sill steps, ladders, end platforms
  • Brake beam and shoe replacement
  • Hose, glad hand, and angle cock replacement
  • Triple valve replacement
  • Retaining valve service and placard verification
  • Hatch cover, outlet gate, door hardware (non-structural)
  • Stenciling, marking, and placard compliance
  • Carded car field assessment and bad-order clearance
  • Tank car running repairs (brake, coupler, appliances)

Outside Running Repair Scope

  • Tank car shell, head, and structural body repairs
  • Pressure component service (valves, fittings, closures)
  • Interior lining and coating qualification (AAR M-1002)
  • Tank car qualification maintenance events
  • Wheel true and turn (requires wheel lathe)
  • Full truck rebuild and overhaul
  • Wheelset press-on/press-off operations
  • Heavy structural carbody repairs and rebuilds
  • Car modifications requiring AAR Rule 88 approval
  • Hazmat emergency spill response (separate certification)
